Houston is a major metropolitan area in the U.S. It has a population of about 3.4 million. It has two major airports, George Bush Intercontinental Airport (the busiest in the country) and William P. The city has evolved into a cosmopolitan and cultural hub. The city's water supply is better than it was in the past. In the late 1800s, citizens began to discover artesian water, which replaced contaminated bayou water. In 1906, the city took over the Houston Water Works Company and rapidly expanded the number of artesian wells. However, continued pumping from the aquifer caused the land to subside in the southeastern part of the city. In the 1960s, the city turned to newly-built reservoirs on the Trinity and San Jacinto rivers. The city's urban growth caused the land to be paved, which allowed rain to run off quickly.
The area's lack of zoning laws exacerbated the flooding problem in the city. As a result, builders could build in areas that were susceptible to flooding. In June 2001, Tropical Storm Allison dumped 40 inches of rain on some parts of the city and caused billions of dollars in damage. This storm also killed twenty-five people in Texas and made Houston a major refuge for thousands of people from New Orleans.
